DYA Assistant Arrested On Sexual Abuse Charges

Guam - The Department of Youth Affairs is confirming that an assistant at DYA has been arrested by Guam Police in connection with sexual abuse allegations made by clients the assistant worked with at the Child Protective Services.
DYA Director Chris Duenas issued a release to the media which states that: “Youth Service Worker Assistant Joseph Mesgnon was identified as the staff involved in the allegations.”
Duenas says GPD arrested Mesgnon at 10:25 pm Tuesday night. He was charged with 2 counts of 3rd degree criminal sexual conduct, 2 counts of official misconduct, 2 counts of jurisdiction over an adult, 2 counts of child abuse, and promoting contraband. Mesgnon was booked and confined.
All of the clients involved have been released from the Youth Correctional Facility.
In his statement Duenas says he wants to “assure the public that a swift and thorough investigation is underway by CPS and GPD. This matter is being taken very seriously. If there are any improprieties on the part of any employee at this department, I want to assure the public that the matter will be dealt with appropriately."
