Adoptive Mom Previously Charged With Child Abuse

SPRING HILL, Tenn. - A Spring Hill woman who cared for two children found malnourished by police last week has already been convicted of child abuse.
An officer found a 12-year-old boy and 13-year-old girl with bruises all over them last week walking on a busy Spring Hill road. The woman with whom the children were living with was Shelley Blair, who was put under investigation for child abuse for the second time.
In 2003, police said Blair was charged with five counts of child abuse of a little girl. Neighbors said they called DCS several times, but nothing ever happened.
The 13-year-old little girl was still in the hospital. The 12-year-old boy was put in the state's care.
DCS had no comment.
