Authorities investigate sexual assaults on local teens

Boerne police are investigating a reported sexual assault of a 16-year-old girl that was witnessed by a family friend on a webcam more than 1,000 miles away.

In separate incidents reported last week, local authorities also took part in the arrest of a 55-year-old registered sex offender after he video taped himself having sex with a female family member, and investigators are considering juvenile charges against two 12-year-old boys involved in sexual activities with each other.

Because all of the victims are minors, police did not release any of their identities.

Boerne Police Chief Gary Miller said the mother of a 16-year-old girl called police after a family friend living in Pennsylvania called her at work and told her he witnessed an older man come into the teen’s room and touch and fondle her in a sexual way.

Police identified the man as a 52-year-old family friend.

According to reports, the teenage girl had been using a webcam to video chat with a family friend living in Pennsylvania when she got up to answer the door. The man came into the house and followed the girl into her room where he began tickling her and then touching her in a sexual manner.

The man apparently did not know the webcam was still running and the events were being witnessed by the out-of-state family friend.

The witness called the girl’s mother, who then called local authorities.

According to Miller, the incident was still under investigation and no charges have yet been filed.

Police were also investigating a sexual assault reported at the Meadowland campus. According to reports, a boy reported being sexually assault by another boy on the campus.

Investigators have since determined that both boys had been assaulted by the other. Miller said because both are minors the case would be handled by the juvenile courts.

Last week, the Kendall County Sheriff’s Department along with the FBI arrested 55-year-old Steven Lynn Mouton on child molestation and child pornography charges.

Mouton, who is a registered sex offender after a 2006 conviction for indecency with a child, is accused of having sex with a 13-year-old family member and making videos of it. The teen girl was also the victim of Mouton’s previous indecency conviction.

Kendall County Chief Deputy Matt King said authorities were alerted by neighbors who reported Mouton being in the home with the girl. Terms of his probation prohibited him from having contact with any minor and specifically his previous victim.

Searches were conducted at the girl’s home in Boerne and at Mouton’s residence in Devine. Authorities reported finding the videos on a computer, which has been confiscated by the FBI.

Mouton was taken into federal custody and is being held without bond, King said.

The girl has been taken into protective custody by the Texas Department of Child Protective Services.
