We are aware that Terence Cady shares our concern about Brandon Maloney of Adoptions Unlimited still practicing in New Mexico, after being issued a 'cease R desist’order from the Attorney General’s Office
It became apparent in 1996 that a Californian adoption agency, Adoptions Unlimited, had two representatives living in Cedar Crest engaging families in adoption activities. A cease &. desist order was sent from the Attorney General’s Office. The agency applied
for a New Mexico license. In May 1997 the license application was rejected and the
agenqr was informed of the things that needed to be done to make the application acceptable. As of this date, the agency has not addressed any of these issues with us, but in June a couple from Illinois called to hear whether Adoptions Unlimited was "in good standing in New Mexico. Brandon Maloney, representing himself as a facilitator for
Adoptions Unlimited in California, was matching the family to a Russian child, from his
home in New Mexico.
I wrote a memo to Bob Sena informing him of the situation. I also spoke to Jim Dickens
in the Attorney General’s Office, to update him. I faxed Jim Dickens copies of the attached letter to Adoptions Unlimited and memo to Bob Sena.
Just today I heard from Teresa Welch of the Attorney General’s Office that Brandon Maloney is to be prosecuted for a misdemeanor for ignoring the cease and desist order. The delay was caused by the hope that he could be prosecuted for a felony for tax avoidance. However, right now there is only enough evidence for the misdemeanor.
