Family charged with torturing adopted children

Face 74 total counts of aggravated sex and child abuse

A Clarksville family has been re-indicted in the March term of grand jury and charged with sexually and physically abusing and torturing two adopted children who are younger than 13 years old.

Windie Perry, 52, her husband Earnest L. Perry, 66, and their adopted daughter Elizabeth Perry, 21, who all gave a 806 R. S. Bradley Boulevard address, are accused of inflicting "heinous, atrocious and cruel" acts of abuse that amounted to "torture."

Earnest Perry is charged with 20 counts of especially aggravated kidnapping and 10 counts of aggravated child abuse.

Windie Perry faces six counts of child rape, two counts of aggravated rape, 20 counts of especially aggravated kidnapping and 44 counts of aggravated child abuse or neglect.

Elizabeth Perry faces six counts of child rape, one count of aggravated rape, 20 counts of especially aggravated kidnapping and 29 counts of aggravated child abuse or neglect.

All are being held in the Montgomery County Jail on $200,000 bonds.

The 74 count indictment charge Windie and Elizabeth Perry with raping the two girls who were both younger than 13, on several occasions between January 2008 and March 18, 2008.

The Leaf-Chronicle does not identify possible victims of sex crimes.

Earnest, Windie and Elizabeth are all charged with 20 counts of aggravated kidnapping for allegedly tying both girls to a cot with ropes, handcuffs and chains to confine them, according to the indictment.

The three are also charged with placing both girls in a dog kennel, tying them to a chair and handcuffing their feet to each other and on another occasion barricading them in a closet.

All three are additionally charged with several counts of aggravated child abuse for allegedly beating the girls with poles and belts, striking them with a red rubber hose, denying them food for four to five days and beating them with extension cords, between May 2006 and March 18, 2008, according to the indictment.

Many more acts of torture are charged against Windie and Elizabeth Perry including using jumper cables and attaching them to different parts of the girls' body including their lips, tongue, fingers, feet, toes and vagina to torture them.
