The natural mother of Lisa Steinberg filed a notice of claim for $30 million yesterday against the couple charged in the beating death of the 6-year-old girl and against New York City and other defendants. Michele Launders, 27, of Hempstead, L.I., contends that various city departments were aware that Lisa, who died Nov. 5, was an abused child but did nothing to help her, according to legal papers provided by her lawyer, Joseph Famighetti.
The notice of claim charges Joel Steinberg and Hedda Nussbaum, who raised Lisa from birth, with fraud, deceit, breach of contract, wrongful death and pain and suffering.
The notice of claim, required before the city can be sued, also accuses the estate of the late Dr. Michael Bergman, Ms. Launder's obstetrician; Mr. Bergman's nurse, and his office receptionist of conspiring to convince Ms. Launders to give the child up for adoption.
