Gov’t reviews draft laws on culture, health, investment

LookAtVietnam – Prime Minister Nguyen Tan Dung and Government members discussed five draft laws and an international convention on the last day of the Government’s monthly meeting yesterday.

The draft laws included the revised Cultural Heritage Law, Law on Health Check-ups and Treatment, laws on investment for capital construction and the Telecommunications Law. They also discussed signing the 1993 Hague Convention on Protection of Children and Co-operation in Respect to Inter-country Adoption.
After listening to a report from Minister of Information and Communications Le Doan Hop, the Government agreed to postpone the deadline to submit a draft of the revised Law on the Press until next February. It will be discussed at the National Assembly in May next year for approval in October.
Hop said the reason for the postponement was that there were some details in the law which needed clarification, including freedom of the press and freedom of speech of citizens in the media.
Prime Minister Dung asked the compiling board to make the leadership of the Party and the management of the State clear on media activities as well as create favourable conditions for the media to play its proper role as the Party, State and people’s tool in building and defending the country. He stressed the importance of revising the law to match the country’s current situation.
Hop said the draft of the Telecommunications Law was vital as the sector had rapidly developed and was becoming the country’s key industry.
Minister of Culture, Sports and Tourism Hoang Tuan Anh said that violations of the country’s valuable heritage made the revision and amendment of the Cultural Heritage Law necessary. He blamed a number of social and economic development projects for not co-operating with projects on heritage preservation and said the implementation of a museum system in Viet Nam to 2020 was too slow.
During the meeting, Government members agreed to revise a number of laws related to construction, including laws on investment, bidding, enterprises, environmental protection and fire fighting and prevention.
Minister of Home Affairs Ha Hung Cuong said that the purpose of joining the 1993 Hague Convention on the Protection of Children and Co-operation in Respect to Intercountry Adoption would create a legal corridor for Viet Nam.
This would also promote co-operation between Viet Nam and other member countries of the convention to ensure adoption in accordance with the best interests of children, he said.
It would also prevent trafficking or using adoption for bad purposes, he added.
