I am only quoting what I read on Adoptionnepal:

Kathmandu: Under Secretary, Law Officer of Women Children and Social
Welfare Mr. Prakash Kumar Adhikari no longer holds this office in
MWCSW. He has been transfered and is replaced by Mr. Toya Nath
Adhikari. Mr. Prakash's transfer orders came in much earlier then
expected and while he was away in a trip to US at the wake of listing
of agencies by the Ministry. Reportdly Mr. Adhikari was in direct
touch with agencies who had come to get registered as per the new
terms and conditions of international adoption.
 Mrs. Hada the new Secretary of the Women Children and Social Welfare
and coordinator Mr. Ratna Kazi Bajracharya seems to be all set to
start with a fresh team implementing the new terms and conditions for
international adoptions.

I think we are talking about the same person, arent' we? (they all have the same family names...). Do you think you could ask your agency if they are aware of this? I am very confused.

Mr Adhikari has not been reassigned and is still the undersecretary
at the Ministry. So if you know differently please explain because
to my understanding he is still in the same position.
