House of Angels is a two story building with a current capacity to house and care for 40 children.
Words from the HoA website - House of Angels began as an emergency shelter caring for children from birth to three years of age providing temporary placement for them until permanent solutions could be found in a true family setting, whether that be foster care, family reunification or adoption.
But in January 2005, Romania changed its child protection laws upon the insistence of the European Union. International adoption was halted and as of September of 2006 (when our last angel went to foster care) we were no longer allowed to care for the young abandoned children. These new laws require that all of the abandoned children be either sent to foster care or reintegrated with their birth families. This sounds good in theory but sometimes these situations are not good, healthy (and sometimes dangerous) situations for the children... but it is the law and is done regardless. And if a foster family cannot be found for an abandoned child left in a hospital or the birth family cannot be located, the child is NOT allowed to be cared for at House of Angels but IS allowed to languish in a hospital crib day after day and month after month... the very situation we were trying to remedy when we first opened our doors. Unfortunately, this is the sad reality.
It saddens us deeply that we were not allowed to continue caring for these precious children as so many have received such good care at HoA... we loved them as our very own. But we are still eager to help children in need in whatever capacity we can, so we turned our focus to other children in our area who were also in desperate need of help. And in September of 2006 we had our grand re-opening... this time as an after-school facility and physical therapy centre for some of the neediest school aged children in our area. Now we provide children with hot meals, help them with their homework, sing songs, do artwork, play and provide Physical Therapy to those who need it.

About the Foundation
Words from Simona Stewart - Founder of Cara Bella Foundation & House of Angels
Cara Bella International is a
Romanian non-profit Foundation trying to help orphans and children in need. Carabella, Inc. is the US counterpart.
Being born and raised here in Eastern Europe I have known the hard reality and economic deprivation of Romania orphans for more than twenty years.
I decided to start this Foundation after I first visited a local Romanian orphanage in 1998. I remember the dirty bedrooms with no curtains on the windows, and sad children waiting for the dinner bell to ring. No smile on their faces, no joy in their life. I felt a tiny hand grasping my leg and when I looked down I saw a little boy with his big green eyes wide open saying: “ Will you be my mummy, please! I promise I’ll be a very good child.” Any further words need not be said.
Without a doubt, the single greatest cause of the high orphan rate across Eastern Europe today is financial hardship. Far deeper than any financial woes you are used to in the West, the collapse of Communism in Eastern Europe, and the entire economic structure upon which it was built, has left large segments of East Europe’s population totally destitute.
Cara Bella currently raises funds for continuing its unique project,
House of Angels aimed at repatriating economically deprived children who have been abandoned in hospitals due to their family’s financial hardship back with their loving families.
Despite an outpouring of worldwide humanitarian efforts to salvage the situation, there are few Romanian-based government and private programs directed at improving the plight of these lost children. Foreign programs, funded with charitable dollars and operating against incredible odds, are losing steam. The children’s plight still draws a trickle of foreigners trying to help.
While we do operate on a non-profit basis, it is important to note Cara Bella does accept and seek any and all charitable donations so that we may expand from our humble beginnings and help more of Romania’s forgotten children to reduce their suffering as much as we possibly can.
