N-Child: Swastik & NCO/Bal Mandir -- French warning

"Because of a succession of problematic adoption files, and after
various negative testimonys from adopting families, it is formally
disadvised to families applying to adopt from Nepal to approach the
orphanages "Swastik" and "Nepal Children's Organization", also
called "Bal Mandir". The testimonys collected by the French Embassy
in Kathmandu show a state of unacceptable financial requests, great
opacity and unexplained slownesses in the course of the procedures
of adoption carried out from these orphanages. Taking into account
the current context of the adoptions in Nepal, the families applying
to adopt from this country are invited to observe greatest vigilance
in the conduct of their process."

Does anyone know more about this? How about Swastik, I have never
heard of them. Nos amis francaises?
