Dear families,

We are greatly pleased to announce that finally returned to open
adoptions in Nepal!

The Minister of the Ministry of Women, Children and Social Welfare of
Nepal, Ms. Pampha Bhushal, before embarking on his trip to Barcelona
and Madrid, left signed an order to all of Nepal CDO sent to the
Ministry records pending signed by the families until June 15, 2007.
The Committee will review and approve as quickly as possible.
Balbalika only has a family while waiting in these conditions we want
to travel soon to pick up his son.

The Minister was in Barcelona until yesterday and today has shifted
to Madrid. It brought with it new regulations recently adopted by the
Council of Ministers of his country, written in Nepali, as they had
not had time to translate it into English, so we must wait about 15
days to examine any proposed changes.

However, we anticipated some of these changes, it seems that not many
and which particularly affect the part of the process that takes
place in Nepal. They are as follows:

—It creates an organization CCW (Central Chidren Welfare) who will
receive that on the one hand, cases of families wishing to adopt and
on the other hand, records of children from orphanages. This centre
will be because the union to make parents-children so that there will
be no contact between the orphanages and institutions mediating
(ECAIs). Only the orphanage semi-public, NCO (Balmandir) retains the
privilege of being able to allocate minors.
—Do not vary the conditions that had so far for adoptive families.
Women parent may continue to take in Nepal.
—Families should make only one trip to Nepal.
—They have the intention not to separate siblings who may be adopted
together even if they are of the same sex. If not brothers, continues
to govern the rule that if you have a child can only be taken by
girls and vice versa.
It is quite possible that all families have to redo the documents
that make up its dossier given the time elapsed since the closure of
making processes. As soon have translated the rules we will contact
you to confirm whether all this news is true.

The intention of this Minister is to make a transparent process, and
guarantees a fixed rate of donation from the Ministry. They believe
that a maximum of three months and everything will be organized and
can receive new records.

As always, we will inform you of the news reaching us and especially
those which we communicate on this new stage of making processes in
Nepal.
