CONDITION OF ORPHANS, ROMANIAN TRADE STATUS SHOULD BE LINKED (House of Representatives - April 02, 1993)

Mr. GORDON. Mr. Speaker, today I am introducing a concurrent resolution that links Romania's most-favored-nation trade status with substantial improvement in the conditions for children in Romanian orphanages and less restrictive Romanian adoption policies.
Three years after the notorious Communist dictator was thrown from office, conditions remain intolerable for more than 80,000 Romanian children who are in orphanages, many of which are little more than medieval asylums.
While some human rights abuses have been stopped, the Romanian Government still refers to many of these children as unsalvageables. We can't pretend Romania is moving toward a true democracy as long as these conditions and policies continue.
When we consider MFN status for Romania, we must insist that the Romanian Government do more to save these children. Romania shouldn't expect normal relations with other nations until it takes major steps to end the abuse and neglect endured by its abandoned children and makes it easier for Americans and others to bring hope to these children's lives through adoption.
