North Pole Man Arrested on 32 Counts of Sexually Abusing Minors

A North Pole man was arrested Tuesday by Alaska State Troopers after allegedly physically and sexually abusing several children, in a series of incidents dating back to 1993.

Rolin Allison Jr., 44, faces 31 counts of first-degree sexual abuse of a minor, as well as one count each of second-degree sexual abuse of a minor, second-degree assault and third-degree assault.

“The charges stem from investigative efforts going back as far as 2006, which showed that Allison had abused at least four separate children over a period of at least 13 years,” state trooper Joshua D. Trigg wrote in an AST dispatch on the arrest.

In charging documents, Trigg says troopers were first alerted to the case by a December 2006 report of abuse against a girl who was then 17 years old. When contacted, the girl was unwilling to participate in the initial investigation, but agreed to be interviewed during a follow-up investigation in May 2011.

The girl told troopers interviewing her that Allison began sexually abusing her around 1993, when she was 4 and he was 26, several times a week until she was about 12. From then until she was 16, Allison allegedly continued to sexual favors from her, threatening to assault or kill her young brother when she refused to comply.

Troopers then interviewed the younger brother, who corroborated his sister’s claims of abuse, saying he had seen Allison sexually abusing her at least a dozen times since she was a very little girl.

The girl’s brother said Allison had also intimidated and abused him, allegedly breaking one of his teeth by punching him in the face when he was 9 and forcing him to offer Allison sexual favors several times a week from his fifth-grade to eighth-grade school years.

Investigators also spoke with a childhood friend of the girl’s, who claimed that Allison had groped her in a closet during a 1998 game of hide-and-seek when she was 10. The friend said she ran away when Allison allegedly tried to put his hand down her pants, and that he threatened to come after her if she ever told anybody about the incident.

A nephew of the initial accuser told troopers he had witnessed Allison sexually abusing her behind the family’s home when he was about 11 or 12. The nephew also said he himself had been physically but not sexually abused by Allison.

Another brother of the initial accuser said in an interview that he had once seen Allison sexually abusing her in her bedroom before school, when she was 11 or 12. He also said he had once been physically abused by Allison, who struck him across the arms, legs and back with a two-by-four piece of wood. In addition, the brother said Allison forced him to provide sexual favors several times a week from the age of 5 or 6 to age 13.

In all, the initial accuser described some 15 cases of alleged sexual penetration by Allison to investigators. Her younger brother mentioned 12 such cases, and her other brother mentioned four more instances, in addition to the non-penetrative hide-and-seek incident described by her childhood friend.

Trigg says troopers spoke with Allison Monday. He denied the allegations against him and refused to be interviewed before he was arrested Tuesday.
