Trafficking in children, this is the suspicion of the Office for Adoptions regarding cases of children adopted abroad, but still remaining in the country. Instead they left their other children, but as those are now in Romania. Authorities say they were not ever faced with that situation and have asked the Prosecutor General and Ministry of Interior to find out exactly who is guilty of the situation of these children.

Born in 1990, when his mother was only 16 years. Four years later, the girl has agreed to be adopted by a family in Italy, Claudio Tessari and Nori Silvana. Although, according to the 1994 final decision of the judge, Silviu would go to Italy, along with his adoptive parents, it never left Romania.
Great-grandfather the boy was opposed adoption

Trafic de copii, aceasta este banuiala celor de la Oficiul pentru Adoptii in ceea ce priveste cazurile copiilor adoptati in strainatate, dar ramasi inca in tara. In locul lor au plecat alti copii, dar sub numele celor aflati si acum in Romania. Autoritatile spun ca nu s-au mai confruntat niciodata cu o astfel de situatie si au cerut Parchetului General si Ministerului de Interne sa afle exact cine se face vinovat de situatia acestor copii.
Silviu este unul dintre cei doi copii adoptati de o familie de straini, dar ramasi in Romania.

S-a nascut in anul 1990, atunci cind mama lui avea doar 16 ani. Patru ani mai tirziu, fata a fost de acord sa fie adoptat de o familie din Italia, Tessari Claudio si Nori Silvana. Desi, conform hotaririi definitive din 1994 a judecatorului, Silviu urma sa mearga in Italia, alaturi de parintii sai adoptivi, acesta nu a parasit niciodata Romania.
Strabunica baiatului s-a opus adoptiei
Unul dintre motive este faptul ca strabunica sa naturala s-a opus la momentul respectiv deciziei judecatoresti, desi mama a fost de acord la proces cu adoptia copilului de catre familia de italieni. De atunci, Silviu locuieste cu strabunica naturala, in Bucuresti. "A fost legal ca acest copil sa ramina in Romania, daca strabunica s-a opus. Nu a fost luat cu forta", a spus secretarul de stat in cadrul Oficiului Roman de Adoptii, Theodora Bertzi.
Tessari Claudio si Nori Silvana au plecat inapoi in Italia, dar toate actele baiatului au ramas la ei. Astfel ca Silviu si-a trait cea mai mare parte a vietii fara sa aiba nici un fel de act de identitate.
Cazul implica ipoteza traficului de copii
Insa, exact dupa o luna de la legalizarea adoptiei catre cuplul italian, un alt copil a iesit din tara sub numele de Tessari Silviu, asa cum reiese din registrele Ambasadei Italiei. Iar adevaratul copil din acte traieste dintotdeauna in Romania.
In aceasta situatie, atit Oficiul pentru Adoptii, cit si Directia Generala de Asistenta Sociala si Protectia Copilului considera ca este vorba despre "infractiunea de trafic de copii" si de "adoptie facuta pentru cauza ilicita", asa cum reiese din rapoartele celor doua institutii.
"Totul a fost legal"
Reprezentantul familiei din Italia, pe atunci avocata Monica Pop, a spus ca "totul a fost legal, adica mama si-a dat acordul in fata instantei ca acel copil sa fie adoptat". Cit despre ipoteza ca alt copil sa fi plecat in locul baiatului, Pop, care acum este consilier la Curtea de Conturi, a spus ca "asa ceva este imposibil".
