Holly Hill PD: Foster Mother Bit & Hit Mentally Challenged Kids

Holly Hill, FL – A Holly Hill mother is held without bond after police say she bit, hit and verbally abused her 2 adopted kids, each of whom suffers from mental disorders.

37-year-old Allison Fowler was arrested around 5:30pm Tuesday at her Mobile Avenue home on a felony count of child abuse after a pastor at the United Brethren In Christ Church called law enforcement earlier that day to report her.

According to Fowler’s arrest report, that pastor told the Holly Hill Police Department that Fowler’s adopted kids – a boy and girl whose ages and other identifying information was redacted from the report – are students at their school and he found scratch and bite marks on the left side of the boy’s neck and on his right pinky finger when he came to school on Tuesday morning.

When questioned, the boy told HHPD about several incidents where Fowler was verbally and physically abusive towards him and his sister, both of whom have lived with Fowler since they were very young.

The boy claimed Fowler attacked him on Monday afternoon after she told him to take a shower and he asked her if he could keep watching TV instead. He told HHPD Fowler cursed at him and kicked down the bathroom door after he ran inside to get away from her, at which point she grabbed him by his throat and bit his right pinky finger.

As for the girl, she told HHPD that Fowler had caused her mouth and nose to bleed when she hit her the week before after she downloaded Instagram on her mother’s tablet without her permission. She also said Fowler once gave her a black eye when she shoved her off a scooter and that she witnessed Fowler’s attack on her brother the day before, as did Fowler’s mother, 61-year-old Donna Fowler.

When questioned, the elder Fowler told HHPD she lived at the home and that she’s seen Fowler go after the kids – one of whom has ADHD and the other with an unspecified mental condition – with a belt and has thrown objects at them out of anger. She also admitted that Fowler’s abusive towards her and was afraid to go to the police earlier.

HHPD says Fowler told them after her arrest that she hadn’t hit her kids recently, though she did admit to using a belt on them while they were younger. She also lawyered up soon after police asked her about the attack on her son, according to the arrest report.
