Captured partners when processed visas for two children in the U.S. Embassy
Police today arrested a man and a woman while trying to obtain false documents with the U.S. visa for two minors.
Héctor Conrado Valdez, 43, and
Roxana Marisol Mazariegos López, 36, were arrested inside the U.S. Embassy and entered to the court on duty in the capital.
According to police investigations, the two are part of a band of that steals children for illegal adoption.
The source added that the two infants were placed under the guard of the Attorney General's Office (PGN).
Beginning this year, the National Council for Adoption is the governing body of adoptions of Guatemalan children. Until mid-July, the institution had finalized the process to give new home to two minors.
The new procedure for the adoption has been challenged by the red tape to speed up proceedings which prevents children from forming new households. However, it has also revealed that before the law existed situations outside the law to complete an adoption, such as the theft of children.

La Policía detuvo hoy a un hombre y una mujer cuando intentaban obtener, con documentación falsa, la visa estadounidense para dos menores de edad.
Héctor Conrado Valdez, de 43 años, y Roxana Marisol Mazariegos López, de 36, fueron arrestados dentro de la Embajada de Estados Unidos y consignados al juzgado de turno capitalino.
Según las investigaciones policiales, la pareja integra una banda de robo de niños para darlos en adopción de manera ilegal.
La fuente añadió que los dos infantes quedaron bajo el resguardo de la Procuraduría General de la Nación.
Desde este año, el Consejo Nacional de Adopciones es la entidad rectora de las adopciones de niños guatemaltecos. Hasta mediados de julio, la institución había finiquitado el trámite para otorgar nuevo hogar a dos menores.
El nuevo procedimiento para las adopciones ha sido cuestionado por el trámite burocrático que impide agilizarlas para que los niños formen parte de nuevos hogares. Sin embargo, también ha permitido descubrir que antes de la ley existían situaciones fuera de la ley para completar una adopción, como el robo de niños.
