"This exemplifies how the hospitals are provided for this type of procedure, which is worrying, because Roosevelt was one of the hospitals with more cases of stolen children," says Norma Cruz of Survivors Foundation.
Since a couple of weeks ago the two hospitals do not provide information or access to its files to investigators from the National Civil Police (PNC) or the Public Ministry (MP), who find out about the theft and illegal adoption of infants, unless they possess a order of judge.
A criterion for Cruz, this only delayed the investigations. "When investigating the theft of children, one of the basic procedures is to verify whether the child was born in the hospital, clinic or the midwife who is on thecertificate of birth," she said.
The activist suggested that this measure is that "the doctors are part of a chain of corruption and trafficking in children very important. We know that approximately 500 physicians participate in this dynamic at the national level," she says.
Research
The Unit for Protection of Children from the PNC received four cases in 2007 to investigate the theft of children. One was at the Casa Quivira, where 44 children were located in Antigua Guatemala. So far this year reported 50 allegations of theft of infants and irregular adoptions, among others.
According to an officer of the unit, to date some 30 cases have already been identified those responsible, but not yet turned arrest warrants.
Alexander Colop of the Prosecution Against Trafficking in Persons, reported that the unit that coordinates recorded only 80 complaints in the capital, for stealing children, human trafficking and illegal adoptions.
The prosecutor alleged that in this year's 30 catches have been made related thereto. He also reported that some 37 people have been linked to process, while some 15 arrest warrants have not yet been made.
However, COLOP said they have not experienced difficulties in accessing the files of the national hospitals. He commented that recently requested documents to the Roosevelt Hospital without any difficulty

Gladys Caal Suc, una adolescente de 17 años, dio a luz a un varón en el Hospital Roosevelt, el 11 de mayo de 2007. Al salir del nosocomio en busca de un taxi que la trasladaría a su hogar, un vehículo les cierra el paso y unas personas le arrebatan al niño.
Un tiempo después, el bebé es inscrito en la municipalidad de San Juan Sacatepéquez con una boleta de nacimiento extendida por el Hospital General San Juan de Dios.
"Esto nos ejemplifica cómo los hospitales nacionales se prestan para este tipo de trámite, lo cual es preocupante, porque el Roosevelt es uno de los hospitales con más casos de niños robados", asevera Norma Cruz, de Fundación Sobrevivientes.
Desde hace un par de semanas ambos hospitales no proporcionan información ni acceso a sus archivos a investigadores de la Policía Nacional Civil (PNC) ni del Ministerio Público (MP), que averiguan sobre robo de infantes y adopciones ilegales, a menos que éstos posean una orden de juez competente.
A criterio de Cruz, esta medida únicamente retrasa las investigaciones. "Cuando se investiga el robo de niños, uno de los procedimientos básicos es verificar si efectivamente el niño nació en el hospital, sanatorio o con la comadrona que consta en la boleta de nacimiento", enfatiza.
La activista sugiere que esta medida se debe a que "los galenos son una parte de la cadena de corrupción y tráfico de niños muy importante. Se sabe que aproximadamente unos 500 médicos participan en esta dinámica a nivel nacional", asevera.
La investigación
La Unidad de Protección Integral de Niñez de la PNC recibió cuatro casos, en 2007, para investigar sobre robo de niños. Uno de ellos fue el de Casa Quivirá, donde fueron localizados 44 niños, en Antigua Guatemala. En lo que va de este año reporta 50 denuncias por robo de infantes y adopciones irregulares, entre otras.
Según un agente de la unidad, a la fecha se tiene unos 30 casos donde ya se ha identificado a los responsables, pero aún no se han girado órdenes de captura.
Alexander Colop, de la Fiscalía Contra la Trata de Personas, informó que la unidad que coordina registra unas 80 denuncias sólo de la capital, por robo de infantes, trata de personas y adopciones irregulares.
El fiscal afirma que en este año se han efectuado 30 capturas relacionadas con estos hechos. También informó que unas 37 personas han quedado ligadas a proceso, mientras que unas 15 órdenes de captura aún no se han efectuado.
No obstante, Colop aseguró que no han tenido dificultades en acceso a los archivos de los hospitales nacionales. Comentó que recientemente solicitaron documentos al Hospital Roosevelt sin tener ninguna dificultad
CASO PARADIGMÁTICO
En el sanatorio Utatlán, en zona 11, el ginecólogo Édgar Augusto Morales Lemus emitió la partida de nacimiento de una niña donde consta que la menor de edad nació el 04 de enero de 2007. Sin embargo, la supuesta madre se identificó con una cédula extendida en Santa Rosa, emitida el 04 de enero de 2007, el mismo día en que dio a luz.
La mujer, de nombre Orbelina Dávila Paz, de 22 años, vive en Palencia y le aparecen dos registros de cédula, en el mismo municipio. El caso aún es investigado por el MP.
