Tot's slaying prompts criticism of DCFS

For the first time in eight months Wednesday, Caylee Barrow was not in the custody of a foster parent. But instead of heading home with her mother and great-grandmother, who was granted custody a day earlier, Caylee was taken to a West Jordan cemetery.

There, her family gathered for a memorial for her younger brother.

On Oct. 23, while in foster care, 17-month-old Casey Paul Barrow died from head injuries consistent with violent shaking and blunt force trauma.
