Washington settles foster death claim for $320,000

The state Department of Social and Health Services paid $320,000 to settle a claim over the death of a 15-year-old boy in foster care.

The boy, Robley Carr, died of a drug overdose in 2006 at a rural home in Stevens County.

The Seattle Times reports that in 2003 state and federal authorities paid $5 million to settle claims that the same boy and three siblings were abused in foster care.

The paper reports the money was in trust and didn't prevent the boy from being placed in a filthy home where the foster father passed out from pain pills.

Most of the money from last week's settlement will go to the boy's father who has completed drug and alcohol treatment and is trying to regain custody of his other children.
