I wanted to share with everyone the latest news I received from our
Agency.Our agency is Faith International.They are a GREAT agency for
anyone looking.

Anyway this is the most updated news we have in regards to refferals
starting...

Two new secretaries have been appointed to the Ministry. The Joint
Secretary will oversee the matching and processing of adoption files,
while the other Secretary will oversee all of the operations
regarding the adoption process. Both of the secretaries were
appointed to the Ministry just two weeks ago and are currently
relying upon the Legal Adviser, Prakash Adhikari, for advice. John
was able to meet with both new secretaries as well as Mr. Adhikari
during his time in Nepal and reports that all three are positive
about adoptions restarting.

The Joint Secretary is currently in Japan and will return at the end
of this month; Mr Adhikari is currently in the U.S. and will return
to Nepal on December 15th. From John's trip and meetings with the
new Ministry staff we have learned that the Ministry is not quite
ready to begin taking in new dossiers. In order for the Ministry to
take this next step there must be an established system and
infrastructure in place. Joint Council has estimated a time frame of
early January 2009 for the Ministry to start accepting and reviewing
new dossiers. There are still a few uncertainties and details about
the process, that will need to be worked out over the next month, as
there are many new staff members at the Ministry. Time frames for
when referrals will be issued are still very uncertain, however we
are estimating that it will take approximately 3 months for each file
to be processed after a match has been made. In other words, the wait
time from dossier submittal to referral is still uncertain, the wait
time from referral to travel will likely be 3 months.
