Adoption to open with New Rules

Kathmandu: According to information the new Adoption
Rules is scheduled to be tabled in the coming cabinet
meeting. The highlights of the new rules are- adoption
application will have to come through agencies or
embassies of the respective country, Central authority
matching of child and the family, fees will be set up,
agencies needs to get approval from Nepal government
and one trip for all. According to information the new
rules also includes to do application according to the old
rules for those files that has been filed at the Chief
District Offices dated before the files returned to the
CDOs from the Ministry. The files were returned to the
CDOs in May 2007 when Mr. Bishwokarma Khadga was
the Minister than. He belonged to the Maoist party.

It seems Minister Ms. Pampha Bhusal wants to bring in
the new rules before her adoption monitoring trip.
Recently six teams have been formed to visit different
countries for the annual monitoring of the Nepalese
children adopted abroad. Ms. Bhusal will be leading a
team to Spain and Germany.

Ms. Bhusal also belongs to the Maoist party who has
emerged as the biggest winning party in the recent
constitution assembly polls in Nepal. Ms. Bhusal also won
in the recent election from Lalitpur constitunecy 3
Kathmandu Valley.

Likewise the pending 442 international cases have almost
been completed by the Ministry of Women Children and
Social Welfare. There are thirteen cases pending most of
which have either document error or the children are
reallocated. The cases will be completed after the
officials and authorities return from the monitoring trip.


En resumen mas o menos esa día de hoy 24/04/08.:

confirman que pronto saldran las nuevas normas con los
contenidos que ya se barajaban, que la ministra viene de visita a
España, que los expedientes firmados en los CDO se regiran por las
viejas normas y que de los viejos expedientes quedan unos 30 por
resolver por errores en documentos y en el expediente del niño.

La Ministra esta en España del 28 de Abril al 04 de Mayo para presentar las nuevas normas, regresa a Nepal y dicen que en la primera reunión del congreso presentara las normas para que se aprueben y comiencen nuevamente con las adopciones, asi que todo el mundo por favor con los dedos cruzados para ver si esta vez es la definitiva y este verano pasamos las vacaciones en Nepal.
