hereas
, the members of the Missouri House of Representatives take great pride in the
accomplishments of Show-Me State couples who have demonstrated a considerable amount of selflessness,
love, and compassion for children throughout the world; and
W
hereas
, Paul and Alicia Matteucci of St. Louis County, Missouri, adopted six orphan children
from Romania ages nine to fifteen including a sibling group of four and successfully lobbied the United States
Congress and Senate to pass and double to $10,000 the "Adoption Tax Credit" as a permanent part of the United
States Tax Code and successful unstinting activities to reopen the adoption process in Romania which closed its
doors to all international adoptions due to pressure from the European Union; and

hereas
, Paul and Alicia Matteucci were nominated by United States Congressman Todd Akin of
Missouri and were selected to receive the "Angels in Adoption" award from the bicameral, non-partisan
Congressional Coalition on Adoption on Tuesday, September 11, 2001, at the Ronald Regan International Trade
Center in Washington, D.C.; and
W
hereas
, due to the tragic events of September 11, 2001, the dinner to honor the entire Matteucci
Family and meeting with President George Bush was never held, all the while, the Matteucci Family watchedin
horror as America was attacked and the Pentagon burned before theirvery eyes; and
W
hereas
, in 1993, Paul and Alicia were married, and in 1998, having no biological children, they
decided adoptionof children who had no hope of beingadopted would be how the couple would add to their
family; and
W
hereas
, the entire Matteucci family, Paul, Alicia, Madalina, Jordan, John, Florina, Georgiana,
and Daniel feel truly blessed by God each day; and
N
ow, therefore, be it resolved
that we, the members of the Missouri House of
Representatives, Ninety-first General Assembly, join unanimously to applaud the adoption leadership and
practices of Paul and Alicia Matteucci of St. Louis County, Missouri, and to convey this legislative body's
heartiest congratulations and best wishes upon their well-deserved receipt of the "Angel in Adoption" award
from the Congressional Coalition on Adoption; and

e it further resolved
that the Chief Clerk of the Missouri House of Representatives be
instructed to prepare a properlyinscribed copyof this resolution for Paul and AliciaMatteucci, true"Angels in
Adoption".
