Protecting children from abuse

I feel that my  lot in life, is protecting all children from being hurt mentally, physically, basically from any kind of pain. Starting with how bad our foster parent's are being screened,  to the follow up visits, to changing the laws. I'm an expert at repairing the damage done to them, but not how to change the present situations as far as the law is , to the ridiculous release of pedophiles, to them being given back to people who break their arm, or worse.  But I don't know how to go about getting started.
