Was investigation into Judge Cheryl Allen's role in Masha Allen's adoption stonewalled?

Today, James R. Marsh, former attorney for Masha Allen, made an interesting post on his blog. Apparently he made a request for investigation into the role of Judge Cheryl Allen in the adoption of Masha by Faith Allen. For those unfamiliar with the Masha Allen case, we'd like refer to The untold story of Masha Allen.
James Marsh' request was eventually dismissed by the Pennsylvania Judicial Conduct Board. Now it seems, the board and its chief counsel, Joseph A. Massa Jr., have kept several other serious complaints from being investigated.
