Clever question. For the majority of countries there is no relationship between immigation and adoption. I don't believe Nigeria adopts children from abroad, neither does Bhutan nor Peru. America is as far as I know also the only country where international adoption is primarily an immigrations issue. In most other countries immigrations takes a secondary role in the process of adoption.
