Adoptions: beyond anomalies in the process

The location of 51 children without a resolution of adoptability, another notary whose brother is also deputy is accused of stealing children from the sister of another legislator yesterday, and rescue of two girls stolen, put on the table repeatedly that anomalies exist in the processes leading National Council for Adoption.

Three days after initiating the process of confrontation between biological mothers and children, continue to surface irregularities. These findings are collected by the Attorney General's Office (PGN) in the "Black List", which aim to notaries involved in adoptions abnormal.

Adopciones: desbordan anomalías en trámites
Mientras las autoridades investigan una casa en Antigua, la PGN ordena pruebas de ADN en la capital.

La localización de 51 niños sin resolución de adoptabilidad, otro notario cuyo hermano también es diputado, sindicaciones de robo de niños contra hermana de otro legislador y el rescate ayer de dos niñas robadas, ponen reiteradamente sobre el tapete las anomalías en los procesos que lleva el Consejo Nacional de Adopciones.

Tres jornadas después de iniciado el proceso de confrontación entre madres biológicas y los menores, las irregularidades continúan aflorando. Estos hallazgos son recopilados por la Procuraduría General de la Nación (PGN) en la denominada “Lista Negra”, donde apuntan a los notarios involucrados en adopciones anómalas.

El primer descubrimiento de vínculos con diputados salió a luz cuando, el 6 de mayo, fue capturada Rosalina Arleny Rivera Estrada, hermana del diputado opositor Gudy Rivera, quien se encontraba en una casa cuna no autorizada (vea: Nexos de sangre)

Más cosas oscuras

Mientras seguían los hallazgos en la ciudad, en Antigua Guatemala se allanaba el hogar Semillas de Amor, pues, según la PGN, en el lugar se encontraban varios niños sin la documentación respectiva. A ese lugar se presentaron policías y delegados de la PGN, quienes, después de unas horas, se retiraron y se encaminaron al Juzgado de Sacatepéquez.

Al parecer, 51 niños encontrados en el lugar no tenían ninguna documentación de respaldo, por lo que quedaron a disposición del juez local.

Pero las sorpresas no se quedaron ahí. La PGN puso a disposición judicial a 2 niñas presuntamente robadas, cuyas madres protagonizaron huelga de hambre hace dos semanas. Una de las pequeñas fue identificada el viernes, pero el poco apoyo de las autoridades permitió la escapatoria de la cuidadora y la niña; sin embargo, la menor, identificada como Esther Zulamita Rivas Escobar, fue presentada ayer otra vez, y la presunta progenitora ratificó el señalamiento de la semana anterior.

La otra niña, Arlene Scarleth López López, fue reconocida por Olga Angélica López. Los resultados de las pruebas de ADN definirán la entrega de las pequeñas a sus verdaderas madres, mientras que las niñeras serán las únicas que afronten la justicia, pues, a decir de Guevara, “los notarios gozan de fe pública y no están en la obligación de verificar la autenticidad de las cédulas y partidas de nacimiento”.

NEXOS DE SANGRE

La familiaridad de diputados con notarios y cuidadoras de niños en adopción siguen saliendo a luz. Primero fue la captura de Rosalina Arleny Rivera Estrada, hermana del congresista Gudy Rivera, del Partido Patriota (PP), presidente de la Comisión de la Niñez.

Ahora, el registro del Consejo Nacional de Adopciones revela que el notario Mario Roberto Ríos Castillo procesa casos de adopciones, y es hermano del ex diputado Jorge Alfonso Ríos Castillo, ahora asesor jurídico del FRG.

También aparece Francisco García Gudiel, hermano del congresista Hugo Fernando García Gudiel, integrante de la Sala del Menor.
