5 year old developmentally delayed Albert Smith died after being hit in the head with a board for not saying his prayers correctly. Foster mother Rosa Lee Jones pleaded guilty to manslaughter. Foster father Nathaniel Jones was not charged.
Florida HRS expressed concerns about Mrs. Jones in 1979 when they first approved her as a foster mother because she was ''somewhat fanatical'' in her religious beliefs. She was an associate pastor at a Holiness church. HRS had investigated reports of previous beatings and Albert had asked to be moved from the home prior to his death.
