The state has put a Modesto-based adoption-foster care agency and its founder on probation for three years because of the murder of a girl placed by the agency.

Also, in a ruling announced Friday by the state Department of Social Services, Family Connections Adoptions founder Audrey Foster has been permanently barred from serving as executive director at any of the agency's five branches around the state.
