LEAD: Dr. Peter J. Sarosi, who two years ago helped arrange the adoption of a newborn boy by a New York City couple later charged with being murderously abusive parents, last week pleaded guilty to violating state adoption laws.

Dr. Peter J. Sarosi, who two years ago helped arrange the adoption of a newborn boy by a New York City couple later charged with being murderously abusive parents, last week pleaded guilty to violating state adoption laws.

Dr. Sarosi could get up to a year in prison for his role in delivering the infant to Joel Steinberg and Hedda Nussbaum, who were later arrested and charged with the beating death last year of Lisa Steinberg, a 6-year-old girl they were rearing. Mr. Steinberg was subsequently indicted on murder charges. In addition to a possible jail term, Dr. Sarosi may face disciplinary action by the State Health Department. The boy, whose adopted name was Mitchell Steinberg, was returned to his natural parents after Lisa's death.
