9 year old boy, adopted from Ramnicu-Sarat, Buzau, Romania, had been sexually abused by his adopter William Delos Peckenpaugh who also video taped the assaults. William "Bill" Peckenpaugh was a nudist and had several articles and websites advocating nudism and children.

That man must not make those gestures with poor boy from Buzau. Adopting a child is not only a wonderful gesture, but one divine. Every child has the right to enjoy a mother, love and petting. But to help you grow beautiful, have to watch what and how do I give.
